Natolin Hosts the Second Edition of the Training for Administrative Capacity of Moldova @ Natolin

The College of Europe in Natolin, in partnership with the Ministry of Foreign Affairs of the Republic of Poland and Solidarity Fund PL, is hosting the second edition of the Training for  Administrative Capacity of Moldova@Natolin — PolTAC@Natolin.

The first session of the PolTAC@Natolin 2026 edition, taking place on 18–22 May 2026, brought together Moldovan civil servants from various state institutions for a week-long programme focused on the practical aspects of the process of European integration. 

In the welcoming remarks Mr Marek TABOR, Head of Executive education Office at the College of Europe in Natolin, noted: “The session of PolTAC@Natolin we are opening today is also the opening of the second edition of a programme, whose goal is to assist Moldova in preparation for accession negotiations and for membership in the EU. The programme is very important to us, because we want to share and allow Moldova to benefit from the experience and expertise accumulated over years of implementation of the European Interdisciplinary Studies programme and training cooperation with administrations of countries on their paths to the EU. 

It is a privilege for the College of Europe in Natolin to be delivering this training programme, in excellent partnership with the Polish Ministry of Foreign Affairs, which funded PolTAC@Natolin through the Polish Development Cooperation programme, and with the Solidarity Fund PL, which has such an important track record in cooperation with and for Moldovan partners”.

In her opening remarks, Ms Iwona KOZŁOWSKA, Deputy Director of the Development Cooperation Department of the Ministry of Foreign Affairs of Poland, underlined: “Poland is proud to stand alongside Moldova on its European path. EU membership opened new opportunities for Poland’s development and improved the quality of life of our citizens. Now we want to share our experience of the transformation and our process of aligning with EU legislation with others.

We remain committed to supporting reforms, strengthening institutions, and fostering cooperation that brings Moldova ever closer to the European Union. A significant role on the way to the EU is played by representatives of the state administration.

We are deeply grateful to our principal partners: College of Europe in Natolin, the Solidarity Fund Foundation and the Bureau for European Integration of the State Chancellery of the Republic of Moldova to make this initiative possible”.

Ms Agnieszka ORZECHOWSKA, Director of Operations of the Solidarity Fund PL, noted during the opening session: “Today’s event marks not only the beginning of a structured programme of cooperation, but also a clear demonstration of Poland’s strong and continued commitment to supporting Moldova’s European aspirations. This initiative is made possible thanks to the Polish Aid programme, which is built on the principles of solidarity, partnership, and sharing transformation experience. These are also values that Solidarity Fund PL is built on.

Poland stands ready to continue sharing its experience, lessons learned, and practical solutions—because we believe that partnership and knowledge exchange can make a real difference”.

During the training in Natolin participants will i.a. analyze the functioning of EU institutions and decision-making process, the accession negotiations, the EU legal system, and the process of legal harmonization in candidate countries, the Multiannual Financial Framework or the EU’s Cohesion Policy. Given the participants’ professional responsibilities, which are directly linked to Moldova’s preparations for accession negotiations and future EU membership, the programme will also provide an opportunity to examine the experience of economic development of new EU entrants and lessons learned by the Polish public administration during the pre-accession period and after accession.

The PolTAC@Natolin 2026 edition builds on the success of the first edition, delivered in 2025, which trained more than 70 Moldovan civil servants through sessions organized onsite at the College of Europe in Natolin and in Chișinău.
