Lecture on "AI Regulation in the EU: Old Opportunities and New Challenges" by Mr Filip KONOPCZYŃSKI

The Digital Transformation Nest of the College of Europe in Natolin hosted a lecture titled "AI Regulation in the EU: Old Opportunities and New Challenges" led by Mr Filip KONOPCZYŃSKI, AI Regulation and Policy Expert at the  Ministry of Digital Affairs of Poland.

The lecture touched upon the Artificial Intelligence Act (AI Act), which is a EU regulation concerning AI. It establishes a common regulatory and legal framework for AI within the EU. 

Mr KONOPCZYŃSKI provided an overview on the current state of the Artificial Intelligence (AI) regulatory landscape of the European Union (EU), and presented the European Commission’s timeline, key focus areas, and the risks tied to its implementation. Additionally, he discussed the unique challenges Member States face in adapting to this ground-breaking legislation, along with the potential implications for transatlantic cooperation. The lecture also presented on how the AI Act intersects with other major regulatory frameworks like the DSA and GDPR, and how these efforts shape the EU’s vision for an integrated AI strategy. 

The Q&A session, which followed the lecture, offered the students the chance to engage directly with these pressing issues and their impact on the future of AI regulation.

 

About the speaker:  

Filip KONOPCZYŃSKI

Mr Filip KONOPCZYŃSKI is a lawyer and Head of the Analysis and Research Department at NASK (Scientific and Academic Computer Network – National Research Institute) and he specializes AI and emergent technologies regulations, and their applications in digital economy.

He is co-founder of Kalecki Foundation, Fellow of the German Marshall Fund of the US and Visegrad Insight and he previously worked, among others, for the Polish Commissioner for Human Rights. His articles were published in Gazeta Wyborcza, Przekrój, Newseek, Visegrad Insight, Kultura Liberalna, Krytyka Polityczna, Magazyn Kontakt and others.
