Guest Lecture by Ms Aya Bey: "From Regulation to Transformation: How EU Policy Becomes Organisational Change”

On 8 October 2026, the European Economic Studies Department of the College of Europe had the pleasure of welcoming Ms Aya BEY for the guest lecture “From Regulation to Transformation: How EU Policy Becomes Organisational Change”.
The lecture explored how European digital regulation translates into practical organisational transformation within companies and institutions. In particular, Ms Bey examined how EU policy objectives are implemented in practice and how they ultimately shape the environment in which European firms operate.
The presentation then turned to the reasons why digital markets require action at the European level, highlighting issues such as scale, network effects, access to data and the cross-border nature of digital activities. Ms Bey also presented the main policy objectives underpinning some of the EU’s most prominent digital regulations, including the General Data Protection Regulation (GDPR), the AI Act, the Data Act and the Digital Markets Act.
A further part of the session focused on how organisations can move from regulatory compliance to operational capability. Using the AI Act and the Data Act as case studies, Ms Bey illustrated how policy requirements can be translated into governance frameworks, risk-management processes and organisational decision-making.
The highly interactive session encouraged students to reflect on the challenges of implementing EU digital regulation and on its wider implications for organisations and competitiveness.
By combining policy analysis with real-life examples, the lecture offered a practical perspective on how European digital rules are translated into concrete organisational choices and processes.
