Madariaga Report - 12 November, 2008 What are the implications of the European response to what is widely considered a turning point in the globalisation process? To what extent is the EU really able to propose an alternative model of global economic governance? Madariaga Report - 16 October, 2008 The second workshop of the programme “Conflict Prevention in Practice” focused on the link between conflict prevention and the fight against illicit trafficking of small arms and light weapons (SALW). The large number of small arms in circulation and their availability represents a big spoiler for peace and security, acting as a destabilizing factor and thus increasing the risk of conflicts. The event was held on 16 October 2008 in the premises of the French Permanent Representation and it was organized jointly by MCF and the Folke Bernadotte Academy, in cooperation with the French Presidency and with the support of the General Secretariat of the Council, the European Commission and the European Peacebuilding Liaison Office (EPLO). On 17 October 2008 a dialogue forum gathered representatives of international and regional organizations, NGOs and other key players as well as representatives of EU Member States to tackle the implications of the illicit trafficking of SALW for the stability of the African continent. The forum explored in parallel the issue of the funding and the implementation of SALW – related activities in Africa and the role of the EU. Workshop Report

Madariaga Report - 1 October, 2008 Where does Europe's social policy stand? In a context of increased labour mobility and enhanced economic competition, what is the EU doing to reconcile fundamental rights with basic economic freedom? The recent four rulings of the European Court of Justice - on the Viking, Laval, Rüffert and Luxembourg cases - have been the object of much criticism by European trade unions. Do they mark a backward step in the construction of Europe's social policy? To answer these questions, the Madariaga - College of Europe Foundation asked Emmanuel Julien, Deputy Director of the MEDEF's Labour Relations' Direction, and Philippe Pochet, General Director of ETUI-REHS, to give their views on 1 October 2008 for a second Citizens' Controversy. The debate opposed Iñigo Mendez de Vigo, Member of the European Parliament's Group of the European People's Party (Christian Democrats) and European Democrats, to Benoît Hamon, Member of the Socialist Group in the European Parliament. Madariaga Report - 1 July, 2008 This policy brief is based on the discussions resulting from the debate that the Madariaga – College of Europe and the Leuven Centre for Global Governance Studies organised at the European Parliament on 1 July 2008. Professor Edward Luck, Special Advisor of the UN Secretary General and Senior Vice President and Director of Studies at the International Peace Institute, delivered the keynote speech. The discussion that followed involved a cross-institutional panel of EU representatives: MEP Ana Gomes, who kindly hosted the meeting, Morten Knudsen from the General Secretariat of the Council of the EU, Richard Kuehnel from the Cabinet of Commissioner Benita Ferrero-Waldner, as well as Muriel Domenach on behalf of the French Presidency of the EU. The paper first provides a brief background of the Responsibility to Protect (R2P) and then explores its state of play at the UN level. The last part looks at the EU’s position on R2P and its preparedness to further integrate this concept in its policies and practices. Policy Brief
