| Has the Time Come for a Partial Renationalisation of the CAP? |

Currently absorbing more than 40% of the EU budget, the Common Agricultural Policy is under increased scrutiny as negotiations of the post-2013 multiannual financial framework draw near. With priorities set on the need to boost the economy through the creation of growth and jobs, the agricultural sector is under pressure to rationalize spending. As a means to do so, some voices are calling for a partial renationalisation of the CAP, invoking the principle of subsidiarity. What are the benefits and risks of such a solution? What consequences is it likely to have for the internal market, for food security, and for developing countries?
