"China 2009: State of the Art"

This Conference was jointly organised at the Palais des Academies in connection with the Europalia festival by the Agence Wallone à l'Exportation et aux Investissements Etrangers (AWEX), la Cité Internationale and the Confucius Institute of Liège. The parallel workshops and final panels were organised in collaboration with the Brussels Institute of Contemporary China Studies, the Centre for Ethnic and Migration Studies, the Belgian-Chinese Chamber of Commerce and the Madariaga - College of Europe Foundation, which was responsible for:

- a workshop on "China and the World Economy" - 4 December, from 10.00 to 12.00, with the participation of Pierre Defraigne, Executive Director of the Madariaga - College of Europe Foundation, Francoise Lemoine, Senior Economist at CEPII (Paris), Jean Christophe Defraigne, Lecturer at Facultés universitaires Saint-Louis - Centre for research in economics and Dr. Doris Fischer, Economist at the German Development Institute.

- the final panel on EU-China Relations - 4 December, from 15.30 to 17.30, with the participation of Song Xinning, Senior Research Fellow at UNU-CRIS and Jean Monnet Professor at Renmin University of China, Men Jing, InBev-Baillet Latour Chair of European Union - China Relations, College of Europe and Senior Researcher of Chinese Foreign Policy, Brussels Institute of Contemporary China Studies and François Godement, Professor and Director, Asia Centre at Sciences Po and Senior fellow, European Council on Foreign Relations.

La politique européenne de développement sert-elle suffisamment l'Afrique?

Africa is a continent rich in natural resouces and the largest recipient of development aid. Yet, in spite of such natural wealth and notwithstanding the aid it receives, Africa remains the poorest continent. So what is it that doesn't work? On the african side, there is manifestly a deficit of good governance. But doesn't the responsibility also lie, in large part, with the policies of donors - and in particular of the EU - whose effectiveness and coherence are increasingly questioned.

To debate on these issues, the Madariaga Foundation held a Citizen's Controversy on 25 November 2009 with Stefano Manservisi, Director General for Development, European Commission, and Theodore Trefon, Director of the Belgian Reference Centre for Expertise for Central Africa (E-CA - CREA-C) and Head of the Contemporary History Section of the Royal Museum for Central Africa in Tervuren.

Will the New Chinese Pension Scheme Boost Consumers' Spending in China?

In September 2009 the Chinese government launched a rural pension scheme to tackle the problem of weak social welfare in rural areas, in particular for farmers - the most disadvantaged group in China. At first the pension scheme is designed to cover 10% of China's 2,488 counties, butit is expected to be extended to the country's 800 million farmers.

During a Citizen's Controversy on 27 November 2009, Huang Huabo, First Secretary at the Chinese Mission to the EU and Director at the General Department of the Ministry of Human Resources and Social Security, PRC and Robert Verrue, Director General for Employment, Social Affairs and Equal Opportunities at the European Commission, explored the likely consequences of this scheme on the Chinese economy. Questions addressed focused notably on the scheme's impact on domestic demand and national domestic growth and on its role in developing China's rural economy and promoting social cohesion.

Alternative Funds Regulation: A Wrong Target?

The Alternative Investment Fund Managers (AIFM) Directive is expected to complete the new European finance regulation architecture by covering the areas neglected by the new authorities, such as hedge funds, private equity funds and alternative investments funds. Notwithstanding, the financial industry is raising several objections including the insignificant role of alternative funds to the genesis of the crisis. Will Europe be able to bring under control the financial hypertrophy of the last decades by overcoming the persistently diverging national preferences, or will the directive just result in a loss of competitiveness for the European financial sector and in the flight of funds?

To answer these questions, the Madariaga Foundation has invited Elisa Ferreira, MEP (S & D), and Michael Vercnocke, Head of European Affairs of the City Office in Brussels, to give their views at a forthcoming Citizen's Controversy.

The debate will be moderated by Pierre Defraigne, Executive Director of the Madariaga - College of Europe Foundation.

On Thursday 12 November 2009, between 13:00 and 14:30 at the Madariaga – College of Europe Foundation: 14, avenue de la Joyeuse Entrée– 1040 Brussels (close to Rond-Point Schuman).

Is China Moving Towards a Low Carbon Society? PDF Print

The Workshop, held on the 29th October from 10.00 to 12.30 on the premises of the Conseil Central de l'Economie, explored the issues of Chinese energy policy, the development of a low carbon society and possibilities for an EU-China cooperation. The workshop benefited from the participation as speakers of:

Professor Wu Zongxin, Director of the Academic Council at Institute of Nuclear and New Energy Technology, Tsinghua University and member of the Counsellors' Office of the Chinese State Council - the power point presentation is available here

Xu Dingming, Former Director General of the Energy Bureau of National Development and Reform Commission,  former Deputy Chairman of the State Energy Leading Group Office and member of the Counsellors' Office of the Chinese State Council - the power point presentation is available here

Duncan Freeman, Senior Research Fellow at the Brussels Institute of Contemporary China Studies (BICCS), which recently released the Report "Climate for Cooperation: The EU, China and Climate Change". A copy of the report is available here.
