China, the European Union and the Restructuring of Global Governance 

This Conference will analyze to what extent China and the EU share the same perception of the global governance crisis. Could they converge on cooperative solutions on finance, economy, trade, climate, energy and security related matters? How can potentially different views about the reorganization of global governance be reconciled? What are the possible scenarios for the evolution of China-EU relations in case of a failure of the transformation of the global governance system? Can EU member states adopt a common credible position on these issues? Does China perceive Europe as a single power with a sufficient degree of autonomy from the United States on these new issues?  

The Conference will be held on 6 and 7 May in Brussels, at the European Social and Economic Committee (Rue van Maerlant 2, 1040 Brussels. See the map).  

It is organised by the InBev-Baillet Latour Chairs EU-China at Katholieke University of Leuven (KUL) and Université catholique de Louvain (UCL), the Leuven Centre for Global Governance Studies KUL, the Institute for European Studies at the Facultés Universitaires Saint Louis (FUSL), the Institute for European Studies (UCL) and the Madariaga - College of Europe Foundation, in partnership with the European Social and Economic Committee. The event is organised with the support of the In-Bev Baillet Latour Fund, the National Fund for Scientific Research (FWO), the Fond for Scientific Research (FNRS), the Belgian Chinese Chamber of Commerce (BCCEC) and China Eastern Airlines 

The Conference will be held in English. Lunch fee is 35 € (registration required by Monday 3 May) and participation is free of charge.

IMF in the Eurozone: Last Resort or Wrong Signal? 

Eurozone countries are finding themselves in the very uncomfortable position of suffering anemic growth and skyrocketing unemployment under the constraints imposed by unsustainable deficits. As such, after 10 years the single currency turns out to be not enough to prevent the concrete possibility of sovereign defaults. Is it time to call in the IMF as suggested by many voices? Or should Europe start coping with asymmetrical shocks through its own mechanisms?

To debate these issues, the Madariaga Foundation has invited Wolfgang Munchau, columnist at the Financial Times, and André Sapir, Professor of Economics at the Université Libre de Bruxelles (ULB) and Senior Fellow at Bruegel, for a debate at one of its Citizen's Controversies Wednesday 10 March 2010. 

The debate was moderated by Pierre Defraigne, Executive Director of the Madariaga - College of Europe Foundation.

What Room for the Financing of the EU under Present Budgetary Constraints? 

Against a backdrop of crisis in the Eurozone, and as the EU gains in competences under the Lisbon Treaty, where can alternative sources of finance be found to ensure that the EU plays its role and drives policies that meet these challenges?

A Citizen's Controversy with Hervé Jouanjean, Director General for DG Budget, European Commission, and Jean-Luc Dehaene, MEP (EPP), Vice-Chairman of the European Parliament's Budget Committee.

Is Containment of Protectionism Working? Is it Enough?

The G20’s commitment of November 2008 to contain protectionism looks effective. Is it? Moreover, it secures a new role for the WTO, whose legitimacy is dented by the Doha Round stalemate.

Will the multilateral trading system resist the twin pressure of a slower growth in the markets of advanced economies and of the multiplication of bilateral or regional free-trade areas, more or less WTO-compatible? What more should the EU do? 

With David O'Sullivan, Director General at DG Trade, European Commission, and Simon J. Evenett, Professor of International Trade and Economic Development and Director of the Swiss Institute for International Economics and Applied Economic Research at the University of St Gallen, Switzerland.

The Historical and Cultural Sources of Chinese Foreign Policy

What are the main historical, cultural and population developments behind the origins of contemporary China? Is China a nation-state? How does Chinese domestic policy shape its foreign policy? What do we really know about China’s views on human rights and national minorities?

To tackle these issues, a roundtable on "The Historical and Cultural Sources of Chinese Foreign Policy" was organised on the 3rd of February from 10.00 to 12.30 at the Madariaga - College of Europe Foundation. It benefited from the participation of Professor Ge Jiangxiong from the Institute of Chinese Historical Geography, Center for Historical Geography Studies at Fudan University and Director of the Fudan University Library. Professor Ge has an extensive experience in Historical Geography Studies and he is an expert on population development in China. Professor Susanne Weigelin-Schwiedrzik, Professor of Sinology at the Department for East Asian Studies and Vice Dean of the Faculty for Philological and Cultural Studies of the University of Vienna participated in the roundtable.
