Justice for peace?

The role of the International Criminal Court (ICC) in Sudan has opened it to the criticism of pursuing justice at the expense of peace. But the more pressing question is whether the international community is willing and able to channel the court’s proceedings to positive effect.

Taking no for a question

Each national referendum on a European issue is flawed: it entrusts a single country with an excessive responsibility vis-à-vis their 500 million fellow Europeans, causing either inhibition or hubris among voters. People mix right and wrong reasons to say no and often do this in a contradictory way. They take the 26 other countries hostage to their whim. Eventually they do not bear the consequences of their choice.

Responsibily to Protect: Where does the EU stand?

On 1 July 2008, the Madariaga-College of Europe Foundation and the Leuven Centre for Global Governance Studies held a conference at the European Parliament - Brussels - on "The Responsibilty to Protect: Where does the EU stand? " with Prof. Edward Luck, Special Adviser to the U.N. Secretary General; Senior vice President and Director of Studies, International Peace Institute as keynote speaker.

The event was hosted by MEP Ana Maria Gomes, Vice-Chairwoman of the Subcommittee on security and Defence, European Parliament.

The panel brought together Mr Morten Knudsen, General Secretariat of the Council of the EU, Mr Richard Kuehnel, Cabinet of Commissioner Benita Ferrero-Waldner as well as Muriel Domenach, French EU Presidency.

The debate was moderated by Prof. Jan Wouters, Director of the Leuven Centre for Global Governance Studies.

WORKSHOP "CONFLICT PREVENTION AND CLIMATE CHANGE"

Following the 2007 UN Security Council debate on the security implications of climate change, recently echoed by the joint paper presented by the EU High Representative and the European Commission, a two-day event was organised by the Madariaga - College of Europe Foundation and the Folke Bernadotte Academy on 24 and 25 April 2008.

The workshop discussion focused particularly on two isuses: the impact of climate change as a threat multiplier in the security domain; and the role of good governance in both preventing environmentally-induced conflicts and dealing with climate change itself, through adaptation and mitigation. The first-day open conference was followed by a restricted Dialogue Forum, in which representatives from Member States, major players of the international community and selected organisations discussed options for concrete action, with emphasis on the African continent.

This timely workshop launched a new phase of events that the Madariaga - College of Europe Foundation will organise with its long-term partner the Folke Bernadotte Academy, in cooperation with the EU Presidencies, the General Secretariat of the Council of the European Union, the European Commission and the European Peacebuilding Liaison Office (EPLO).

THIRD PARTIES & CONFLICT PREVENTION

 

 

Mediation and arbitration have been seen as core instruments for avoiding violent conflict and achieving peace since the early years of the international peace movements. Third parties have obvious roles and responsibilities in conflict prevention efforts.

 

Conceived in partnership with Uppsala University (Sweden), this fifth and final Anna Lindh volume on Conflict Prevention, released in January 2008, brings together political and diplomatic practitioners with academic analysts. It highlights the ambitions and achievements of various third parties in conflict prevention. Several contributions present and discuss the potential of the United Nations system. There are case studies of the capabilities and activities of the European Union in the South Caucasus, the Middle East and West Africa, and of the Council of Europe as a conflict prevention mechanism.
