This paper examines the early support given to Jose Manuel Barroso by leaders of the EPP-ED and S&D parties, three months ahead of European Parliament elections. The paper discusses the institutional and political leassons learnt from such early support and declares that intergovernmentalism, a Europe of States and diplomacy has truimphed over supranationalism, a Europe of citizens and politics. Finally, the paper laments that the selection of Europe's Executive is reserved for governments and not citizens.
