Is Liberalization the Right Way to Cope with Supply Disruption

This paper explores how disruptions of energy supplies would effect Europe if it had fully liberalised energy markets, and analyses the pros and cons of current liberalisation packages. The paper argues that full liberalisation is required in Europe to offset pricing disputes and regional supply disruption, but that a concentrated market of a few large and vertically-integrated pan-European importers is need to maintain Europe's monopsony power.
