Bretton-Woods III needs a G3-Plus

This paper compares the international position of the EU and China with reference to the global post-crisis reform agenda. The global financial and economic crisis unveiled the existence of a credibility gap between these two international actors, with Europe finding itself in the uncomfortable position as the weaker party. Nevertheless, the EU is called upon to give a substantial contribution to the setting of new global governance structures for trade, international financial institutions and finanical regulation. The challenge now is whether the EU chooses to act as a subsystem of an emerging G2 or build upon its experience of decades of international integration to develop a new model of global governance based on solidarity and sustainability.

China's PLAN: Securing Supplies and Sailing into Blue-Waters?

This paper shows how China's increasing dependency on externally sourced energy supplies will lead; firstly, to the rightful expansion and strengthening of China's Peoples' Liberation Army Navy (PLAN); and, secondly, possible tensions with the United States - who have long viewed global naval control as their prerogative. Energy diversification and independence, and the ability to keep China progressively engaged in a more equitable multilateral order, are then cited as key solutions that will ease such tensions.

La Chine forcera-t-elle l'UE à l'unité politique ?

This paper discusses the increasingly important rol China will play in the establishment of a new international economic order following the financial crisis, and how this will alter its relative position and its geopolitical relevance. Owing to the EU's lack of political integration, and the strain this places on the EU's economic weight, the paper argues that Europe needs deeper integration if it is to come to terms with the rise of China.

L'émergence de la Chine fait reculer la pauvreté dans le continent le plus peuplé de la planètee. Mais elle est aussi un défi parce qu'elle crée de nouveaux équilibres écologiques, économiques et stratégiques qu'il faut gérer. La Chine jouera elle-même un rôle de plus en plus important dans la mise en place du nouvel ordre économique international d'après la crise, car celle-ci va renforcer sa position relative. Récemment, David Millibrand mettait l'Europe en garde contre la naissance d'un G2 entre Washington et Pékin, à moins, disait-il, paradoxalement pour un Ministre britannique des Affaires étrangères, qu'elle ne parle d'une seule voix.

Seulement 176 millions d'Européens

Sur 500 millions d'Européens, dont 388 millions d'électeurs, seuls 176 millions sont allés voter le 7 juin malgré 17 millions d'euros dépensés par l'UE pour les convaincre. Les Verts (52), sont les grands vainqueurs du scrutin. Toutes les grandes formations, PPE (263), Libéraux (80) et Socialistes (162) reculent. Mais le recul des sociaux-démocrates est spectaculaire de sorte qu'en terme de rapports de force au sein de l' Assemblée de Strasbourg, qui compte 736 sièges, c'est la droite et le centre-droite qui dominent.
