Madariaga Paper, Vol. 1, No. 5, (Oct., 2008) PIERRE DEFRAIGNE - Executive Director, Madariaga - College of Europe Foundation This paper argues that the Lisbon Treaty should be buried as it does not substantially improve the EU's capacity to deal with issues such as climate change. The paper advocates that new approaches, absed on popular consensus, should be explored that do not paralyse the European Commission. Accordingly, the paper suggests that serious consultation with European citizens is needed and that a multi-track Europe be established with Member States integrating at a pace that best suits them.
